Why does Curtin's graduation ceremony held during the 2nd semester (October) does not have fireworks as opposed to the first semester?

because voon is gonna be financial planner for curtin and the first thing he does is to cut cost for curtin by banning fireworks...=P
coz 2nd sem is winter time, the fireworks will b frozen once it reach the sky
